Getting Hitmonchan By Evolution

Evolves from Tyrogue at level 20 if its Defense stat is higher than its Attack stat upon gaining a level. (This evolution condition is checked upon each level up, not just at level 20.)

To help ensure Tyrogue evolves into Hitmonchan, use Iron Iron on it until its Defense stat is 1-2 points higher than its Attack stat and then use an Exp. Candy or Rare Candy Rare Candy on it to level it up.
