Thievul can always run from a wild Pokémon battle, regardless of Speed or other trapping effects.
Unburden
When Thievul consumes or loses its held item, it doubles its Speed.
Stakeout

With a lithe body and sharp claws, it goes around stealing food and eggs. Boltund is its natural enemy.
