Can't play TF2, my video card doesn't have enough Video RAM or a high enough Pixel Shader Version. If I buy a new Video Card I MIGHT be able to play on lowest res. Is there any way short of buying a new Video Card I can play it?

No, you can't change the RAM or Pixel Shader of a video card.

You can get a decent video card that can run TF2 well for around $80. If you want to be cheapo, a $25-$40 video card can probably still run TF2.

What you'd buy, though, depends on if you have AGP or PCI-E slots.

I am commenting based on your statements/suggestions:

a) OP NEVER asked about increasing ram or pixel shading (however ram is possible if integrated)
b) Agree but cards are so cheap now, 4850 goes around that price maybe lower with MIR.
c) +1. Usually age of system identifies hardware in machine.

Have you tried the -dx9 command line in the properties of Tf2? you may be able to play DirectX9 mode.
